the only use i've found is to create a break in QB programs
Originally, in old DOS non-mouse-driven apps, you could turn scroll-lock on and then use the arrow keys to scroll around the screen (like using the scroll bars in windows). If scroll-lock was off then the arrow keys would move your cursor around instead.

also do you know of any old DOS program that uses this?.. i want to check that out
No idea, I don't remember ever using it myself :)
