paypal premier account?

hi. I want to open Premier account. I searched in paypal for the following question but without result.
1) how much it will cost me?
2) what its limitation (credit card payment accepted within month ..etc)?
3) can I embedded it with my oscommerce instead of the merchant account? because I supposed that paypal take less fees than the merchant.

really, I didn't see them. for example about the limitation, they said first subscribe then you will see a link in your account called "see limitation". but I need to know limitation before subscribe to choose the best plan for me.
