Playing audio on phone line while on dialup connection

Hey Guys

Here's what i want to do...

I need to write a software, which can play an audio file through the modem continuously on the phone during a dial-up connection to the internet.

It's just some mad idea that came to me which can improve the quality of Dial Up connections, i know DUN is obsolete and old but you know how sweet mad ideas are :D

So is there anyway i can do this?

you want to send an audio file to some place on the interent?

if everything is setup properly then the only way to improve the quality is to involve the TELCO.
