I Think It Must Be The Windows Telephony API(TAPI).

However You Can Open Com Port And Perform IO Using Standard Visual Basic Commands Like Open,Input,Print,Close Etc.. For Details EMail Me.

You may use the CommControl in VB for sending/ receiving Data.
