So this morning after having my pc on for 5 minutes it froze. Then when I rebooted the fans were on at full speed for a few seconds. And it said something like "PCI is running at x1".
Anyone ever have this happen?
The inside of my computer probably needs to be cleaned, I haven't for 2 months now cause its hard to get at. I am in a corner and this is its case.

Clean it and check the cards are seated properly, also check your heatsink is tight against the processer
As CodedFire has suggested, clean it out. I would take the heatsink off and clean it that way. Best way is to get a paint brush and a hover.
Also check all fans are cleaned, and the powersupply.
Those are the essentials, but still clean everything else.

a dell eh? Boot into bios and see if it will tell you power supply voltages. Something may be out of tolerance. Usually auto-downclocking is a power issue or overheating issue.
One thing you might like to try and check is the actual powersupply. Sometimes when a powersupply is not beefy enough it will freeze the computer if you try and run to much through the computer.
What Watt is your power supply?
DO NOT swap power supplies with a different computer. DELLs use a proprietary pin-out and it will fry your motherboard if you do so.
