I only have USB1.1 slots on my machine but found a 4 ports USB2 hub on Ebay which would be great to get faster transfer speeds via USB.
My questions are:
Will the hub only use the USB1.1 slot for power and the hub run a USB2 speeds?
or
Will the hub only run at USB1.1 speeds because it is plugged into a USB1.1 slot?

I believe it will all run at the slowest speed of 1.1. Remember that it needs to transfer through the usb port/slot so if its running at 1.1 then it doesnt matter if the hub had 3.0 ports, it will still run at 1.1
That's what I thought so would the only way to get USB2 speeds to get one of these?
Yes and note it does support the fastest throughput up to 480 Mbps maximum data transfer rate. You will still be limited to the speed of your PCI slot but that should be the same as a USB 2.0. do you have a PCIe and do they make a card for a PCIe? That would be anotherway to get even faster speeds.
Upon checking my motherboard user guide it's says my '5 PCI slots support 33 MHz & PCI 2.2 complient'. I presume this is OK to get USB2 speeds if I got a USB 2.0 Host Controller PCI Card? (fingers crossed)
I think PCI 2.2 compliant may mean something else where USB 2.0 is concerned but it should work.
