I have no idea what the error is that you are encountering. Your link doesn't work.
Just post the text of the error and the line(s) of code causing it.

Doesn't the answer seem rather obvious?
For whatever reasons, you are running into security violations which are not going to be fixed through code.
Have you either:
A: Contacted your network administrator
or
B: Used the .NET Framework Configuration Tool?
It's exactly what it says. The client doesn't have permissions to do this. You need to look at the configuration tool and grant them the permission. It's likely the client can't give himself these permissions which means you need the administrator to set this policy for this user
