Yes names can be changed but only for a very good reason. And sorry but we do not allow members to unsubscribe.

Are you looking to change usernames or completely unsubscribe and allow someone else to sign up with that ID? For the second option, from what I know, it's a vbulletin hack, not a standard supported feature.
