Active Website? (VNC Client)

Well, I need to make a Active Website.
So well I need to host a VNC CLient.
I have been thinking and well the user should not have to install software to use it.
So I have been thinking what language to use?
I was only able to come up with Java.. But does someone else have a better idea? Does CGI support something like this? Since if so I can just use C++/CGI ^^
I know that tight VNC has a Java Applet for VNC but well that doesnt also use SSH or Another GOOD encryption Maganism...
Or does someone know a smart trick for that??

Well, I just need to know in what Language can I run Active Scripts appart from Java? Flash and??
