I try to give reputation to user who answered my question. Why I got this message "You have given out too much Reputation in the last 24 hours, try again later."? What the purpose?After 24 hours mybe I forget to give the reputation to the user again.

You can only rate 6 members in 24 hours. You should wait until ( perhaps tomorrow ) to give the reps to the appropriate user - that is also of course if you aren't rating the same user without rating 10 others
You cannot rate more than 6 times in 24 hours (as mentioned in the "spread" section of the FAQ).. the reason for that limit is that we don't want people to go on a "rating spree" giving lots of ratings (either positive or negative), without actually having a proper reason.
The limit could arguably be set higher than 6, but it is very unusual for anyone to have the need to rate than many in a day - as generally each person will only have 2 or 3 threads that are still 'open' and can be answered.
What you could do is make a 'temporary' bookmark/favourite of that post, and come back tomorrow to rate it (then delete the bookmark/favourite).

If you are using IE, with this thread open, click Favorites/Add Bookmark
Oh, I thought, I choose the bookmark tools from thread I had posted. Thank you.
Actually, what I do usually is click Thread Tools/Email This Page
That way, when I'm done with whatever I wanted to do with that thread, all I have to do is delete the email from my box. That saves me from have to unsubscribe to a thread or delete a bookmark from IE.
