Your solution is correct... except that it's a decrease, so it requires a minus sign: -33.333...%
...and you don't even need to know that y=20 when x=40, it's irrelevant.
ye, krtxmrtz is right. If your parameters are inversely combined on each other, there should be a - sign. Because one parameter is increasing the other related parameter should be decrease.
