Why do you need to do that?

You can have an administrator account with a secure password so users can't use it. You should never use administrator account for day-to-day usage (although i am a hypocrite but i am the only user)
Every user should be in a custom "groups". Set this group up to give them any permission you want but lock the time change out. Make sure it's the only group they are in. Regular users should NEVER have admin privelages. They can mess up stuff on accident and not even know they did it.
Oh, and it is impossible to disable anything for administrators. How would you enable it again?
You can even view encrypted files of ANY user, even other admins from an administrator account.

Actually, the system is not created by us but by a third party team and their requirements is to use an Admin account, so we have no choice.. ^_^Quote:

Yes, its very easy to lock yourself out of a folder or anything that has security on it if you are not careful.
Use a Group Policy Object to prevent the tme change. Very easy to do it if this is on a Server.
Our apps run on system with a network drive that we can run a batch file to retrieve and set the datetime before anytime the app uses the clock. find it very handy and it means no adjustment to settings is needed maunally.
