They stopped supporting that site as of April 13, 2002...
MSDN documentation tells you all you need to know.
It does indeed but it's a little difficult to find what you need sometimes...
There's also pinvoke.net for .NET users. Although the site looks as though it is down at the moment.
Just download the API Viewer and API Guide. The Guide contains almost everything the site has except for the tips. All the definitions and code examples are in the guide so you dont need the site anymore really.
I have them both and havent been to the site in a long time.
