Crystal Report gives error for a user with Chinese culture

I am working on localization of crystal reports. When I log in with a Chinese culture user and run a report, I get the following error message.

Error in File C:\WINDOWS\TEMP\Requirements Report {FB1427EE-FBBD-489F-B78B-671ED86FB4ED}.rpt: Invalid object format name.

Can anyone please help me resolve this issue?
