A Chm is a compiled series of html files with additional resources too. You can download the "HTML Help Workshop" from Microsoft.

There are others out there to that are also free but for a good one you will have to pay $.

No, as I was saying, a chm file is a compiled result of html and resource files. You need the source files in order to modify it. Its the same as a VB 6 executable. If you only have the exe file you can not update it without the source code.
