Net limiter service

Hey there,

was wondering if it is possible to create a service, behind the scences type thing, that will allow the control of certain network adapters. For example, I want this program to run behind the scences and limit downloading from any/all adapaters to 25k/s. Is this possible?

I don't know how to do this, but if you find out pls post the answer (I'd love to know how to do this).

It's possible to do it in some routers based on the MAC address, so it would limit by adapter.
