Yes, its a help. The Buddy list is helpful when wanting to PM someone. You can open your buddy list and select the member and also see if they are online or not.
An ignore list will prevent any member's post that is on your ignore list from being initially viewable. I am not sure but I think the ignore list will also prevent the member thats on it from contacting you. ;)
Yes, you can add and remove a member from either list anytime you want. Test it out as you can not do any damage with it. :)
