Crystal Report "Load Report Failed"

Hi guys, hope you can help me about this, I have my project uses vs2003 bundle with crystal report, now when I try to deploy it to another computer with Win98 as operating system it generates error "Load report failed"

Anyone can help me on what is the cause of this? :cry:

How are you deploying it?

I've made a set up project and include all the necessary merge module in crystal report.
