Cryptic Problem

Here's one for you Mensa puzzlers. This was given to me by my son and he states that the story goes like this:

Old Cap'n Bloodhook, the captain of The Black Pawkeet, has spent the better part of the past week packing away his hoarded dubloons. He has hardly gotten any sleep.
So, you want to talk to him about last week's quiz, but you're not sure if you should approach him if he's not in a good mood. So you ask one of his deckhands how he's feeling.
"I can't really tell you," the deckhand says. "If he overhears me talking about his mood, I'll surely be walking the plank before long." But he hands you a piece of paper with a code on it. "If you can figure this out," he says, "you'll learn how he's feeling right now."

hexadecimal colour code, like those used in HTML.

He is blue with rage and green with love.

If the answer's groggy, that's pretty gay.
