Meeting with your target audience and gather the programming specifications is step one.
Documenting these specs, and having your audience review them to ensure that you understand what it is they want would be the next logical step.
We always develop test cases and have our clients review them as well to ensure that during the development stage, we are testing the product for scenerios that will actually occur when the product is released.
First, get the business requirements. This is basically a document written in very simple language so that the intellectually challenged clients can understand what is going to happen, overall.
Then, get to the Functional specs... in this, break down each part of the software, and give an overall view of how this is to be done. This is something the team leader, intellectually challenged client and developer will understand.
While test cases can be generated along with the documentation, it is also susceptible to change, so these must be accounted for.
