Control for Twain/Image manipulation

I have a windows application which contains a TWain control which allows images to be scanned and manipulated.
The problem I have is that I need to port this to a thin client solution and am unsure if such a control could operate effectively in a browser.

I know there are controls out there that allow image capture but I also need to be able to draw on the image in a basic fashion. A bit like crappy old PAINT.

Does anyone know of any such controls out there ?
