What tool can I use to put unlimited number of icons and have the ability to click on

What tool in Visual Basic can I use to put unlimited number of icons in RunTime and have the ability to click on them?

I think it's rather possible to have a limited but dynamic amount of icons, just add them up into a imagelist control
