if a person has less than 20 post, but finished 1 year on this forum, is s/he eligible to add rep?

Nope, you still need 20 posts min. and 5 reps min. no matter how long your a member.

ok, then after 1 year, will their rep power be 1 or 2?

If they Dont have both a minimum of 20 posts and 5 reps they will still have a 0 Rep Power for however many years it takes to reach the minimum requirements. If they do have both those minimums then their Rep Power will be 2 because 1 for default and 1 for one complete year on the forums will equal 2 Rep Power. :)
