Can I recover deleted files from windows even after clearing the recycle bin too?

Hi guys,

Damn it feels so good to be back here after being inactive for the past 3 months :P. Anyway, i got question here. I've got a friend who accidentally deleted her files about a week ago and even cleared the recycle bin.
Yes, i know hope is not on my friend's side but, is there a way to get back those files that's been cleared from the cycle bin? It's kinda important the files. Was told that those deleted files can be recovered back by using MS DOS. Is this true or is there any freeware outside on the web that can help to recover deleted files? I hope there is a MIRACLE sw or method to do this. If you know please do drop a msg here. Thanks and looking forward to an answer from you guys.

hi well, i dont know if you have resolved your issue but i do know of some programs that you can get, do you have two hard drives availble on your computer?
