Read the screen when you reboot, and do what it says to get into the BIOS screen (usually press F2 or DEL right away). Under drives, you usually see AUTO for drives that are detected. Move the cursor to the AUTO and press ENTER. The machine should then supply the info from the drive. If it doesn't, then there is a problem with the installation. If there isn't, then after you save and reboot, windows should see the drive.
Under Administrative Tools, you can select Computer Management, and right click on the drive to format it.

If device manager is detecting two harddisks there's no need to go into the BIOS.
You probably just need to make the formatted partition active. Right click on my computer and open up computer managemet. Go down to Disk Management, select your second HD right click on it and select 'make partition active'.

Not necessarily, BIOS wouldn't detect a RAID Drive for instance.
