Well, VB is not the answer to your problem.
Any VB program you could write can be easily by passed by just ignoring it and opening IE.
You need some kind of product that can be installed that hooks into IE and disables the browser's ability to download.
I've no clue what that might be, but probably someone else does.

This is what he wants. He wants a way wherby if the user on his computer tries to download something they stopped by a message box informing them that they can't download.
I don't understand why you want to do this VB there are ready made applications out there that allow you to stop users from downloading.
What is the name of the app? I have looked for 2 week on google whit on help.

I'm not sure as to what program(s) are called but we use them in College and Work. The best way to search for those kind of applications is too try looking for "Server Utilities" since these types of programs were designed for networks and home security.
You can restrict the users so they can't install anything on their computers. You can stop certain files from passing through your firewall. But to stop all downloading? That means that you wouldn't be able to watch this page, for example. Since that requires you to download the PHP generated HTML file to your webbrowser. It also requires you to download all images on this page, and the flash program that makes up the ad on top of the page.
This is more a network security question then a programming question, you're asking the question in the wrong forum.
If you want to stop users from downloading files and programs, probably the simplest way would be to set a group policy to prevent it. Then if the user tries to download something they will get a message that says they do not have permission to do that. I am not honestly sure if group policy settings are available in XP home, I usually only work with XP Pro.

As Joacim Andersson said this is more of a networking question. To get started though you can click Start | Run , type mmc and click OK. When the MMC comes up click File | Add/Remove Snap in... then click add and select Group Policy click add it will default to the local computer (if that is what you want) click Finish, close. OK. Expand the local computer policy and you probably want to start looking at setting in the Computer Configuration | Administrative Templates | Windows Components |Internet Explorer area.
