how can I add a sound file to an e-mail, so that when the other party
opens the mail (also on outlook) the sound will be played automatically?

Basically, No. The other user would have to enable macros to run and I bet 100% of the Anti-virus software programs out there would supress it. You could attach it and depending on the filetype, it may be able to be played by the user manually by opening the attachment. Also, you could zip the sound file and have them unzip it and run it. ;)
Ps, if they had HTML enabled as the default email type then you could have it download the file from a webserver for playing just like a web page. ;)
Also, current Microsoft Outlook security permissions restrict macros by default, causing the user to be prompted first to allow/disallow. So even if you created a macro to play it, they can easily not play it by not allowing the macro to run in the first place.
