What do you mean by "fram" and "normal" web page.
I was wondering about that too, but didn't dare to ask in case it was a term I had never heard before. But if you havn't heard about it either, then I guess he probably means "frames", at least guessing. And then I would say "no no". Frames was for the 90's. Not in 2000+.

Regardless, how you develop your web page will be determined by "why" you develop your web page. What is it going to be used for? Once you know what it is going to be used for, then you can design it for that particular purpose, and use whatever it is you need to use to achieve that purpose. Yours is not a question that has a 'right' or 'wrong' or 'do it this way not that way' answer.
I usually use php to place the data where frames used to.
Frames are a problem because most search engines don't deal with them very well, if at all. And, usually, what can be done with frames can be done better with stylesheets, scripting and SSI.
With full offense, Frames are the output of a lazy designer's mind. :)
It's equivalent to still using MARQUEE tags for your business website. It's unattractive and unprofessional.
