UV meter in VB ?

Hi

Is there any of you who know how to make a UV meter
in VB. For those who don't know what a UV meter is.
Is a meter to display the amplitude of sound.

I know how to make graphics, so I need the code
to to check the UV value of a wave,
mp3, midi files when playing.
