C# access device?

Hi there. this is kind of a mobile dev Q (i know there is a forum for this) but it is mainly about the C# Windows application.

Is it possible for a C# application to access a smartphone device once the smartphone device is connected and activated through activesync?

if so, how?

I want to be able to write an "update" windows application which can update certain files on the smartphone device. Is it possible?
