Thanks to the guys at IETF. They've been coming up with April 1 Drafts for about 20 years. A lot of them have been belived, with people trying to implement them years later.
This one was better, 15 years ago:
A Standard for the Transmission of IP Datagrams on Avian Carriers
which involved carrier pigeons.

A band of duct tape is used to secure the datagram's edges. The

Upon receipt, the duct tape is removed and the paper copy of the
