I currently have a few sites at palmerhosting.com, they offer good hosting at a decent price, although it is run by just one guy, the tech support is pretty quick.
I dont know of any good free hosts out there, because I mostly go with paid hosting.
Brinkster used to be a good free hosting one, but i think they have introduced ads, do check it out as I have not used it for years.
As for paid ones, I use JodoHost.com to host few of my sites, they provide very good features for a very decent price and the service is very good aswell.
