Opening Int. Explorer when creating an Activex control [Resolved]

I am trying to create an activex control for the first time and using the example given in the help system - contents - creating an activex control section and using the "ControlDemo Project". I have followed the instructions to the letter as far as I can tell, but every time I run the project, it opens Internet explorer and puts 'C:\Program Files\Microsoft Visual Studio\VB98\ShapeLabel.html' in the address bar. Can you tell me what I am doing wrong?
