Need Advice For Application

I need some advice on what language and what type of database to use to create a program for my company. We would like to develop a web-based application where users can access a database over the internet and over our LAN. We would like the front-end to have the feel of a Windows application (forms, text boxes, command buttons, etc.) The database could potentially have 100,000 records in it and the users would be adding, editing, deleting, searching records. There would be 1-5 users connected to the database.

Any advice would be greatly appreciated. Thanks in advance.

IIS on a local server
Asp + CSS
Access Back end

** However, you mentioned the internet, so it may be better to change Access for Sql server or MySql (depending on budgets).

Other option would be Php (linux based server?). Again see budgets.

If you are dealing with sensitive information on people, you'll need to look at the Secure settings for the server (I think these may cost something, but its worth checking).
