Windows registry broken;any built-in utility to construct a fresh one?

One of my school library's network's pc was down because of bad
sector on the disk(i guess) and that's where the registry
database is located. If registry's broken, windows wont load.
So I don't want to reformat and reinstall; any way to construct a
new one using windows built-in utility?

If there isn't, how about any freewares out there?
Or any methods? I wish to program one my own.(of course not
with vb, i could use some QB coupled with ASM or C codes)

I think you're going to need to drop back 10 and punt and re-install Windows.

I Googled registry repair and came up with this. It's not free but hopefully your school can afford it.

u know, some windows programs can run in msdos mode.
