I would say NO - this could be a criminal offence just like changing VIN on a vehicle, engine ID, etc ...
The Disk Volume Serial number can be easily changed and not sure why Rhino would think it's a crime.
Everytime you format your HD it changes the Volume S/N.
There are many third party util's that will change your Volume S/N, but I dont think you can do it with native VB code. You could shell out the third party app however, since it's command line driven.
Also, searching these forums for that subject will give you a few results.
