Wise - Crystal Report 9

I am using the VB 6 with Crystal Report 9. There's problem when I need to deploy application that created with them, specially in Windows 98 OS. (The common error is in UNICOWS.DLL).
I use the Wise for Windows Installer - Enterprise Edition 5.0 and still cannot find the solution.

Please someone help me, I already ask the similar question in to many forum but still not have the satisfying answers.

Look at this thread 1/3 of the way down. The installer used was inno, but one of the problems was with UNICOWS.DLL.
