In windows it is possible to modify a file's properties and give it a title or other information.
(When you right click the file and click on Properties > Summary)
I was wondering if there was a way to access this in php? I couldn't find it anywhere.

I don't think it's possible, but I could be wrong. I've come across no real way to edit anything in a file except it's actual file name or it's file contents. I guess that also edits the modified date; but that's about it. I think you can change the permissions, like read-only or archive, but not add a properties summary/description.
Maybe you find some windows-specific extension, but core PHP can't do it.
That sucks that it's not possible =/.
