Accessing a Drive with API

I am trying to design a program that will detect when the CD ROM(D drive) is accessed. I want it to work so that if you access the CD ROM with explorer, windows explorer, or startup explorer it will run the code. Can anyone help?

The solution was to test if there was a cd in the drive. I need to know when someone attempts to explore the CDROM; perhaps you could help? If not, thank you very much for trying anyway;
