Smart Devices

I am new to developing smart devices. I know alot about .NET and been programming in it for about 6 months now full-time. Both in VB and C#.

I need to write an application that can monitor the urls that a user visits using his device's browser. Is there a Win32 API equivalent for devices? I am asking this because I know alot of Win32 API as well.
