Sockets..HELP!

I'm just learning how to do sockets, I need a way to send a simple text message to a IP address and a app on that end to get it.

Is this solved ? If not reply and it will give me the time to fetch and post a program I saw that acts like IRC... a Server and some Clients sending each others text... prolly the client side would be great for you... Ask if it's not solved !
