How to get all opening socket connections and both parties' IP address?

I'd like to know how to get all the socket connections as well as
both client and server's IP address of each of them?
By all I mean including those outside of my own thread, process,
such as connections made by msn messenger, IE, Half-life, Counter-Strike, ICQ, Kazaa, WinMX, blah..., etc.

I know there might be ppl asking why I do this. I'm planning of
doing sort of security programs, but not now. I just thought it
might come in handy later. :)
