Why, might I ask? Is this part of the war budget? With one hand he's trying to tell the Muslim world that this is a war against terrorism, and with the other hand he's funding one of the worst offenders..... :rolleyes:

My point here is not that he's funding Isreal, but why does he need to pull the money out of the war budget? I am genuinley curious (before someone reads any anti-American sentiment into a fair question).

You have to spend money to make money.
At a guess I'd say most of the money is given on condition that they buy their weapons from American Manufacturers.
So they give the money out knowing it's going to come back in.
"War Budget" is probably just a loose term used with a fairly wide meaning.
