setting policies on win2k SERVER

how do i set policies on win2k server?

i want to be able to control the setting of a worstation, after a user has log on. for example, i want to restrict the application they can run. disable RUN, CTRL PANEL, and similar settings.

i have been able to set this on WinNT, i cant on Win2K Server.

(anyone) pls give me the detailed steps on how to....
