Does this tag not work in Netscape?
Which version of netscape are you talking about? 4.x? That's is a crap browser and doesn't support a lot of the newer standards, but luckily it's loosing a lot users to the newer versions, which are about teh best browsers out there when it comes to standards complience and CSS support. I don't bother too much about catering for 4.x browsers.
