How they resume download via HTTP? any HTTP command equivalent to FTP's REST?

I'm doin' a download app. I need to know how they resume
download via Hypertext Transfer protocol.

In another words, an HTTP command equivalent to FTP's REST
that's a set byte position command similiar to VB's seek
statement.
