Is Win98se an unfinished OS??

if I press the Start Menu then if i point to Configuration and then let CTLR pressed and click TaskBar and Start Menu apears a new tab. Something like Work Bar options
What is this?? is there a way to work with this?? How can I use Windows Scripting host???

People have found that before, but I never managed to "Work" out what it was.

Click Start -> Settings, then while holding down CTRL click on Taskbar & Start Menu.... A new Tab appears in the Taskbar Properties window titled DeskBar Options
