In windows explorer I was going through and deleting some folders and files I didn't need anymore and the computer kept locking up. Usualy when just trying to open the folders. Does this mean the hard drive is going out?

Not necessarily, the files could just be fragmented. Just to be on the safe side, this is what you should do:
For Win95/98 run ScanDisk (start menu/accessories or "Run")
For Win NT/2000 run ChkDsk (start menu-Run)
(at this stage your disk is ok, unless you've had a message saying different)
Then on the start menu under accessories, run Defrag. (this will tidy up your hard drive and make it a bit faster for some files).
It depends.
If your HD is humming along ok and then, when the systems locks up, your HD stops making noise or made a bad sounding noise and then stopped then I would say yes your HD is on the way out.
I had a HD do that on one of my first PCs. It was a rattle sound that went 'poing' when the system stopped. Rebooting would make it come back up but it would do it again in a little bit.
I stopped buying Connor drives after that. :)
