New to VB.NET questions

I'm really new to the VB.NET arena. I don't even have the software or read anything about it. I researching for my company on develping a website using VB.NET, my question is :

1) Do I need Visual Studio.NET or Can I get by with VB.NET Only.

2) is ASP.NET a separate package?

They have a Visual Basic.NET standard Edition

developing a web page in vb.net or in asp.net?

I would like to with just VB.NET is this possible?

If not do I need ASP knowledge?
