Distilled water does conduct, deionized water doesn't (because there are no ions to carry the charge). I'm not sure what the definition of distilled is, but it's not the same as deionized.
However, even a container of deionized water, with live wires inserted, will zap you when you stick your hand in!

Your contact with the water will ionize it. Perfectly deionized water will not conduct electricity.
You can't 'perfectly deionise' water - it naturally dissociates to H+ and OH-. Deionised water will conduct electricity, just not very much. I believe the dissociation is naturally about 10-14 atoms per unit volume and is the basis for the pH scale.

By definition deionized water does not conduct. OK so in the real world you can't have perfectly deionized water, but hey who said we were talking about the real world only?
Hmm, according to A-level Chemistry, you're correct. Deionized water does not exist under standard conditions on this planet as Judd said above.
The product of the concentrations of the ions is always constant, for water 10^-14molddm^-3. If the ions are removed then the equilibrium returns.
I'll dig out my memories on how to change the solubility product of water. Actually, I'm thinking it's not possible.
